An engineering firm dedicated to stable roads since 2007
Sistem Construct 2007 SRL is the exclusive official Cypher Environmental distributor for Romania, also covering the Republic of Moldova. We have worked with Cypher products since the company was founded, and we take every project from consulting to final acceptance.
We are a small, specialised team based in Galați. We are not a mere reseller: we provide on-site application assistance, supervision, full execution and design documentation, all built around the ecological technologies ROAD//STABILIZR® and DUST/BLOKR®.

From 2007 to today
Three milestones that define the company.
2007
Company founded
Sistem Construct 2007 SRL is founded in April 2007, in Galați, by Valeriu and Magda Fasole. From the very beginning, the company executes road works using Cypher Environmental products.
2010
Official Cypher partnership
After Cypher Environmental recognises the quality of the executed works, the company's reliability and the way it promotes the products on the Romanian market, it signs the exclusive distribution agreement for Romania with Sistem Construct 2007.
Today
Romania and the Republic of Moldova
We cover all of Romania and the Republic of Moldova, with reference projects on communal and county roads (won through public tenders, individually and in association) and with valid technical approvals for the stabilization procedure.

Exclusive official distributor for Romania, since 2010
Our collaboration with Cypher Environmental (Canada) did not start with a contract, but with works: since 2007 we have executed road projects using ROAD//STABILIZR® and DUST/BLOKR® and have consistently promoted the technology on the Romanian market.
In 2010, recognising the quality of the works, our reliability and the results achieved, Cypher Environmental granted us the exclusive distribution agreement for Romania. We also cover the Republic of Moldova, where we delivered a cross-border road infrastructure project.

Certifications and compliance
Documented, approved, verifiable
The procedure and the products we put in place are covered by official technical documents, not just by the manufacturer's statements.
Technical approvals
Technical approvals issued by the Romanian Ministry of Development, Public Works and Administration (MDLPA) and by the Permanent Technical Council for Construction (CTPC) for the stabilization procedure with Cypher products.
ISO 14001
Cypher Environmental products are ISO 14001 certified, meaning environmental management at production level.
U.S. EPA Safer Choice + Boeing BSS7432
DUST/BLOKR® holds the U.S. EPA Safer Choice certification and complies with the Boeing BSS7432 standard.
Protected areas / Natura 2000
The products can be used even in protected natural areas and Natura 2000 sites, being biodegradable, non-toxic and non-corrosive.

How we work
Complete services, from product to final acceptance
Choose just the products or the entire package: we adapt our involvement to your site organisation.
Product sales
ROAD//STABILIZR® and DUST/BLOKR®, delivered in 20 L containers or 1,000 L IBCs, ordered directly from the manufacturer. Prices on request.
Application assistance
We establish dosages, optimal moisture and execution technology, and assist your team on site during the first applications.
Supervision
We supervise the works carried out by your contractor, so the technology is followed step by step.
Full execution
We take over the work from start to finish, with standard road equipment rented from partners. No specialised machinery is needed.
Design documentation
We prepare the technical documentation designers need to include the stabilization procedure in their projects.
Training on request
We train the client's teams with specialised personnel, so future applications can be carried out in-house.
Warranties
We provide a good-execution warranty and a work validity warranty, set out in the contract.
Laboratory tests
Preliminary tests and verifications through specialised laboratories, if requested in the contract.

The products arrive accompanied by the fiscal invoice and delivery note.

For execution works, the beneficiary issues the start order.

Execution
We apply the technology according to the technical approval and the project.

Final acceptance
We sign the acceptance report; warranties start from this moment.
Delivery times: up to 1,000 L, air freight, 7–10 days; over 1,000 L, sea freight, 40–45 days.
Why ecological
Performance without environmental compromise
We chose the Cypher technology because it solves a false dilemma: you do not have to choose between a durable road and protecting the environment. The products are biodegradable, non-toxic and non-corrosive, a real alternative to traditional salts and chlorides.
Stabilization uses the existing in-situ material, without bringing in aggregates foreign to the area. The result: substantial transport savings, lower water consumption and reduced CO₂ emissions compared to conventional methods.
