Communal and county road stabilization
Unpaved or gravelled communal and county roads drain maintenance budgets year after year: rain washes out the gravel, clay turns to mud, and in summer dust triggers complaints from residents. Ecological stabilization with ROAD//STABILIZR® and DUST/BLOKR® treats the cause (the unstable soil), not just the symptoms.
Sistem Construct 2007 has been the exclusive official Cypher Environmental distributor for Romania and the Republic of Moldova since 2010. We have carried out communal road maintenance works, street rehabilitations and upgrades of local and county roads, on clayey, sandy and silty soils as well as on existing gravel layers.

Local administrations face the same vicious circle: yearly repairs that do not survive from one season to the next.
Gravel layers that vanish after every winter
Aggregate placed on an unstabilized clay bed sinks into the soil and gets washed away, so the work has to be repeated every year from the maintenance budget.
Mud and rutting in the wet season
Soils with high clay content lose their bearing capacity when wet: potholes, ruts and impassable sections appear, affecting school buses, farm machinery and emergency services.
Dust in summer, complaints from residents
Traffic on dry gravel roads raises dust that affects roadside households, crops and air quality in the community.
High costs for aggregates hauled from afar
Repeated regravelling requires quarry material and long-distance transport, a significant share of the total cost.

The solution
The solution: in-situ stabilization with ROAD//STABILIZR® and DUST/BLOKR®
We treat the soil already in the road and turn it into a stable, dense, impermeable layer, without bringing in materials foreign to the area.

ROAD//STABILIZR® specifically targets soils with high clay content, which are common on communal and county roads in Romania. Its formulation of organic catalysts, electrolytes and surfactants penetrates the soil and modifies the clay particles, which become strongly and semi-permanently bonded: the clay acts as a flexible binder that locks the aggregates in place. The product removes excess water and promotes high compaction and densification, increases the CBR value and reduces swelling and permeability.
DUST/BLOKR® completes the treatment at the surface: it waterproofs the stabilized layer and eliminates dust, with results that outlast traditional chlorides and without their corrosive nature. Both products are biodegradable, non-toxic and non-corrosive, with technical approvals issued by the Romanian Ministry of Development, Public Works and Administration together with the Permanent Technical Council for Construction.
For upgrade projects with an asphalt wearing course, the procedure in the technical approval uses the stabilized layer as the foundation, covered by a 15 cm ballast layer and the asphalt mixture specified in the design. We provide support with design documentation, application assistance, supervision or full execution.
The procedure
The execution procedure, step by step
According to the technical approval, the work is carried out with standard road equipment (grader, water truck, compactor), with nothing specialized required.

Preliminary laboratory testing
Soil identification according to SR EN ISO 14688-2 and determination of product dosages and optimum compaction moisture, through specialized laboratories.

Layer preparation
Scarifying and breaking up the material already in the road, reprofiling with drainage slopes and bringing the layer to optimum moisture with water.

Treatment with ROAD//STABILIZR®
The product is applied diluted in water during soil preparation, before compaction. Official dosage: 1 litre treats 33 m³ of compacted soil. It is not applied in freezing conditions.

Treatment with DUST/BLOKR® and final compaction
The surface is treated with DUST/BLOKR® for waterproofing and dust control, then compacted. The road can be opened to traffic immediately after final compaction.

Upper layers (for paving projects)
A 15 cm ballast layer is placed over the stabilized layer, followed by the asphalt mixture specified in the design, and the work is closed with the acceptance report.

Frequently asked questions
When can traffic resume after stabilization?
Immediately after final compaction. Application is done with standard road equipment during soil preparation, so the road is not closed for long periods.
Can the stabilized layer be paved over with asphalt?
Yes. For projects with an asphalt wearing course, the procedure in the technical approval specifies a 15 cm ballast layer over the stabilized layer, followed by the asphalt mixture in the design. The stabilized layer works as a foundation with increased bearing capacity.
What documents does the town hall or county council receive?
The products hold technical approvals issued by the Ministry of Development together with the Permanent Technical Council for Construction, and ISO 14001 certification. We provide support with design documentation, a firm contract, fiscal invoice with delivery note, acceptance report and performance warranty. MSDS sheets are available on request.
Does it work on the clay soils in our area?
ROAD//STABILIZR® is designed precisely for soils with high clay content. Before execution, preliminary laboratory tests according to SR EN ISO 14688-2 confirm the right dosage for the soil on site. In Romania we have treated clayey, sandy and silty soils as well as existing gravel layers.
