A guide for municipalities: modernizing communal roads with ecological stabilization

The steps of a communal road modernization project using enzyme stabilization: from the geotechnical study and laboratory testing to execution, acceptance and warranty, explained for municipalities and investment directors.

For a rural municipality, earth roads and degraded gravel roads are the expense that never ends: every spring the same potholes, the same regrading, the same maintenance budget consumed without a lasting result. Classic modernization, meaning a complete pavement structure with a foundation of imported materials and an asphalt surface, solves the problem, but at per-kilometre costs that often exceed what the local budget can bear.

Ecological stabilization of the existing soil is the middle path we have been practising since 2010, as the exclusive official Cypher Environmental distributor for Romania and the Republic of Moldova. This guide walks through the stages of such a project as the client sees them: the mayor, deputy mayor or investment officer.

In short: what the solution consists of

The procedure covered by the technical approvals issued by the Ministry of Development, Public Works and Administration and by the Permanent Technical Council for Construction uses the soil existing in the road (cohesive or non-cohesive, classified according to SR EN ISO 14688-2), treated with two Cypher Environmental products:

  • ROAD//STABILIZR® stabilizes the soil: it modifies the clay particles, which become a flexible binder that locks the aggregates in place; it increases the CBR value, reduces swelling and permeability, and withstands freeze–thaw cycles.
  • DUST/BLOKR® waterproofs the surface and suppresses dust; an organic product certified U.S. EPA Safer Choice.

On projects that also include asphalting, a 15 cm ballast layer is laid over the stabilized layer, followed by the asphalt mixture specified in the design. Both products are biodegradable, non-toxic and non-corrosive, certified ISO 14001, and can be used even in protected areas and Natura 2000 sites, a detail that simplifies permitting in many municipalities.

Why it matters for the local budget

The economic advantage comes from three directions:

  1. The material stays in place. Stabilization uses the in-situ soil: no excavation, no haulage and no purchase of tonnages of imported materials for the lower layers. On long roads, material haulage is often the largest cost item.
  2. Minimal logistics. The official dosage of ROAD//STABILIZR® is 1 litre per 33 m³ of compacted soil, and application is done with standard road equipment. The road can be opened to traffic immediately after final compaction.
  3. Reduced maintenance. The product's stated purpose is the long-term stabilization of roads that demand continuous maintenance because of wet weather and marginal materials; in other words, precisely the reduction of that annual budget for patching and regrading.

The project stages, step by step

1. The preliminary technical discussion

Everything starts with a phone conversation: which road you have, its length and width, the type of soil, the traffic. Based on this data we can quickly tell you whether the solution is suitable and what it would involve. We are engineers, not sales agents: if the solution does not fit, we tell you directly.

2. Preliminary laboratory testing

The first formal step of the procedure in the technical approval is preliminary testing on soil samples from the site. These confirm the behaviour of the treated soil and give the designer the data needed for dimensioning. If the client requests it in the contract, the tests are carried out through specialised laboratories.

3. The technical documentation

We provide the designer with the necessary documentation: the technical approvals, the product data sheets, the execution procedure and the test data. The products' MSDS are available on request. We support the designer in preparing the documentation, so that the solution is correctly captured in the design and in the specifications.

4. Contracting and delivery

The commercial process is simple and transparent: negotiation, firm contract, order, proforma invoice, payment, delivery with fiscal invoice and dispatch note. The products are ordered directly from Canada (we do not hold local stock), with delivery times of 7–10 days for quantities up to 1,000 litres (air freight) and 40–45 days for larger quantities (sea freight). Containers are 20 L or 1,000 L IBCs. Prices are communicated on request, depending on quantity.

5. Execution

Depending on the client's needs, we can supply the products alone with technical assistance during application, supervise the execution performed by your contractor, or carry out the work completely, with rented equipment. On request, we train the client's teams with specialised personnel, which is useful for municipalities that want to do subsequent maintenance in-house.

6. Acceptance and warranty

The work concludes with an acceptance report, in line with the usual practice of public investments. We provide a warranty of proper execution and of the validity of the work.

What works of this type have already been done in Romania

We are not talking about an experimental technology. Works executed with Cypher products in Romania and the Republic of Moldova include the rehabilitation of Stadionului Street in Afumați (Ilfov county), road maintenance works in the commune of Piscu (Galați county), the modernization of DJ213A (Ialomița county) and of DJ203K Mărăcineni – Podu Muncii (Buzău county, with the Buzău County Council as beneficiary), as well as the development of road infrastructure in the commune of Sireți (Republic of Moldova), within a cross-border project with the commune of Tulucești in Galați county. The treated soils covered the full range encountered in practice: clayey, sandy, silty and existing gravel surfaces.

The questions we hear most often from municipalities

  • Can we use the solution for maintenance only, without asphalting? Yes: the stabilized and waterproofed layer can serve as the running surface, and asphalting can come in a later investment stage.
  • How long does execution take? Application happens during soil preparation and compaction, with standard equipment; the road opens immediately after final compaction. Conditions: no frost, and the layer at optimum moisture content.
  • Is it safe for people's wells and land? The products are biodegradable, non-toxic and non-corrosive, with zero environmental impact; they can be used even in protected areas.

Conclusion

Modernizing communal roads does not have to wait for the budget of a classic pavement structure on every lane. Ecological stabilization of the existing soil delivers a stable road, free of dust and mud, at a fraction of the logistics of a traditional modernization, with valid technical approvals and verifiable reference works.
